To upgrade your weapons, you must first have the required weapon parts and amount of cash to do so.

Once you meet the necessary criteria, tap the "Upgrade" button. You will then see the upgraded stat changes. If you wish to use this weapon in the next scenario, tap the "Equip" button to add it to your loadout.
